Danger doesn't jump to a distant authority. It reaches the people closest to you, and only widens if it has to. That's the ripple.

It's the same shape as the justice system OMXUS is built on: trouble starts with the person and spreads out one ring at a time. A distant dispatcher is the last ring, not the first. When minutes are the whole game, the first ring wins.
